WJOB Consulting Services LLC, a Service-Disabled veteran-owned small business (SDVOSB) was originally formed by Bill O’Byrne to leverage his expertise to create and implement a much-needed health information exchange between the VA and Community Providers. His deep knowledge of the Veterans’ Administration (VA), their growing IT infrastructure programs, and their long-term technology needs makes WJOB Consulting a key partner for stakeholders in the VA’s Mission Act of 2018 and the implementation of the Community Care Program.
Bill has positioned WJOB Consulting as one of New Jersey's premier Set Aside SDVOSB firms to help Federal, State and local entities meet their Set Aside obligations. WJOB Consulting is currently engaged in several large health IT projects, and a large city security project. At this time, we are also engaged with the NJ Department of Treasury on special health IT projects and are also engaged with several local community hospitals.
Prior to forming WJOB Consulting, Bill served as the Executive Director for New Jersey Innovation Institute (NJII/NJIT), NJ HITEC (the New Jersey Health Information Technology Extension Center) and earlier was the State Coordinator for Health IT Development in the New Jersey Department of Banking and Insurance (DOBI). In this position, he was working with the NJ Health IT Commission, which is part of the Department of Health and Senior Services, to create a New Jersey Statewide electronic health information network. He also served as the NJ project manager of the Health Information Security and Privacy Collaboration (HISPC), Bill founded the NJ HIPAA and HINT Implementation Task Force in 2002.
Bill also served as a commissioner on the Electronic Healthcare Network Accreditation Commission (EHNAC) from 2003 to 2007, and directly assisted in the drafting and application of certain aspects of EHNAC’s privacy and security criteria. From 2001-2006, he served as DOBI’s manager of enforcement directing regulatory enforcement investigations and proceedings against violators (insurers, agents/brokers and public adjuster violators). At the same time, Bill was DOBI’s liaison for all state and federal HIPAA privacy and security, and application issues.
Bill served as a Marine Corp Judge Advocate (General) and attained the rank of Captain. He spent one year in Vietnam assigned to the 1st Marine Division and then the 3rd Marine Amphibious Brigade. Following that tour of duty, he was transferred to the Naval Justice School in Newport RI where he taught Military law to Marine, Navy and Coast Guard Judge Advocates. He was honorably discharged from the Marine Corp in December 1973. Following his time in the military Bill served in various legal and business-related activities for many years.

This network has enabled WJOB Consulting to develop a team of highly qualified healthcare IT and management experts to assist our clients and foster seamless interoperability between Veterans, government agencies, and community-based healthcare providers.
